An Expert System for Compliance with the Hazardous Fugitive Emissions Regulations in the Clean Air Act Amendments

Abstract:

This paper describes and discusses the development of an expert system for use in the chemical process industry (CPI) for compliance with the hazardous fugitive emissions regulations in the Clean Air Act Amendments (CAAA). The complexity of the compliance requirements, which are greater than is intuitively apparent, justifies the need to automate the compliance process. An expert system based on CAAA regulations is developed to provide consistent and competent compliance advice. It is designed to be flexible to accomodate modifications in the CAAA and to allow the additions of Occupational Safety and Health Act, state or local regulations. The results are directly applicable to the problem of complying with the fugitive emissions regulations of the CAAA for hazardous air pollutants.
